That first approval came for Ben Smith of Seattle, who attended a news conference on Tuesday with Washington Gov. Jay Inslee and King County Executive Dow Constantine. Three other people filled out paper forms, as the website was down.

King County’s partner organizations have been busy with enrollment, too, including Within Reach.
